These only apply to any experienced combatant, though they're most useful to warriors fighting non-warriors of
about equal level.
Basically, you sacrifice 1 point of ThAC0 for 1 point of AC, representing that you're concentrating on defense, not offense. You can worsen your ThAC0 to a ThAC0 of 20 this way, but can only gain 5 points of AC using this. So someone with a ThAC0 of 10 can gain an AC Bonus of 5, but it would mean he has an effective ThAC0 of 15 for that round.
Note that these only apply to True ThAC0 increases, not bonuses to Hit, so your high-strength warrior with a +2 to hit can't sacrifice that +2 in order to defend better at first level... though he could sacrifice his acquired skill at 3rd level for the same effect.
On the other hand, you high-dexterity characters now have the option to sacrifice defense for attack bonuses. If someone wants to sacrifice Defense for Offense, they can add all or part of their Dexterity adjustment to their attack roll, though any part added for offense will be unavailable for defense. This shows that they're not bouncing around, trying to avoid getting hit, but are rather choosing their shot carefully.
